International Committee of Sports for the Deaf (ICSD) 1. ORGANIZATION 1.1. Host Country 1.1.1. The host country is responsible for the complete organisation of both Deaflympics and World Deaf Cycling Championships (WC) which take place every four years. 1.2.Technical Committee 1.2.1. The technical committee will be composed of the ICSD Technical Director for Cycling and members appointed by the Organising Committee: 1.3. Protest Committee 1.3.1. Names of the Protest Committee will be advised at the Cycling Technical Meeting. 1.4. Commissaires 1.4.1. If it is necessary, the Technical Committee may serve as Commissaires or appoint some others among the qualified persons present. 1.5. Technical Meeting 1.5.1. Day, time and place of the technical meeting will be announced to the participating countries after their arrival at the place of the event. 1.5.2. Two (2) technical meetings will take place at least one day before the first contest and one after the last contest. 1.5.3. The competition committee, the jury, the Technical Director and two representatives (one of whom must be Deaf) for each participating country may attend the technical meeting. If a hearing person attends the meeting, an interpreter is allowed. 1.5.4. The agenda for the first meeting shall be as follows: 1.5.5. The agenda for the second meeting: 2. RULES, PARTICIPANTS, ENTRIES, MEDICAL CONTROLS, EQUIPMENT, SPORTSWEAR and PROTESTS etc. 2.1. General Rules The cycling competition will be conducted in accordance
with the Rules of the Union Cycliste Internationale (UCI). Any case not covered by the UCI rules will be decided as follows: 2.1.1. General cases will be settled according to the terms of Deaflympics Statues and Regulations. 2.1.2. Technical questions shall be resolved according to UCI arbitration procedures. 2.2. Participants (qualifications) 2.2.1. Only cyclists who comply with Deaflympics Statues and Regulations will be allowed to take part in the sanctioned cycling competitions. 2.2.2. Each national association may enter a maximum of fifteen (15) cyclists. 2.2.3. Only cyclists who have reached the age of seventeen (17) by 31 December of current year may compete. 2.2.4. Every cyclist must have a valid UCI international license issued by his national cycling federation affiliated with UCI. 2.2.5. Cyclists participating in competition and training do so at their own risk. 2.2.6. Number of cyclists, each national association may enter a maximum of five (5) cyclists in each event.
1000-meter Sprint; five (5) entered, five (5) starters 2.2.7. All cyclists entered for the competition may take part as substitutes in any of the events, for which they have not specifically been entered. 2.3. Entries 2.3.1. Preliminary registrations with an indication of the probable number of athletes in each sport and event must be submitted to the ICSD Secretary-General no later than one year before the games. 2.3.2. The final registrations with the names of each athlete indicating sport and event entered must be submitted to the ICSD Secretary-General no later than 14 days before the games. Such submissions may be made by telefax if followed by the official registration form. 2.3.3. No changes or additional entries will be accepted after this time except in the case of an accident (see 2.2.7.). 2.3.4. A fine of USD $___ is levied on each non-starting athlete with the exception of those presenting a doctor's declaration that he should not be allowed to start. 2.4. Medical Controls 2.4.1. See General Rules and Regulations, Article 1.4. 2.5. Equipment 2.5.1. All equipment used during the competitions will comply with the UCI rules. 2.5.2. In the sprint discipline, only a road bike, complying with UCI regulations may be used. 2.5.3. In the time trial discipline, a road or time trial bike, complying with UCI regulations may be used. 2.6. Sportswear 2.6.1. Competitors must be correctly dressed for the competition in their national colors according to IOC and UCI rules. 2.6.2. Participants must observe the regulations contained in the Deaflympics Rules regarding advertising displayed on any article of dress or equipment except the manufacturer's a stamp or trade mark. 2.6.3. Competitors must wear a UCI approved safety helmet during the competition. 2.7. Protests (complaints and appeals) 2.7.1. A protest may be made by a rider or team manager, but it must be written in English language within fifteen (15) minutes after the announcement of results. An appropriate form of protest can be obtained from either the TD or Jury. 2.7.2. There will be a charge of USD___ to pay to the jury to process. 3. COMPETITION DISCIPLINES 3.1. Competition Events and Venues 3.1.1. The cycling competition will consist of the following events and venues: Venues:
3.1.2. All racing roads shall have a good surface and perfect condition (no cobblestones, bricks allowed). This applies to all events (sprint, time trial and road race). 3.1.3. Considering the condition of the roads tolerances of 10% are permitted during the time trial and road race. 3.1.4. Maps of the road race courses and elevations will be distributed to the participating national associations. 3.1.5. No specific training sites are available for road cycling, but it can be everywhere around the city or at the countryside. 3.1.6. No rider may release the handlebars when crossing the finish line in a close sprint. (Relegation to the last place in the group involved in the sprint) 3.2. Competition Schedule Day and Time: Day One 4. COMPETITION RULES 4.1. Technical Organization 4.1.1. ICSD EC shall be responsible for the technical organization and staging of the sanctioned cycling competitions. 4.1.2. All cycling competitions will be organized according to UCI rules. 4.1.3. Licenses will be verified and starting numbers will be distributed for all events at the technical meeting. 4.1.4. Technical Director will announce the starting order for all relevant events, according to UCI rules. 4.2. 1000-meter Sprint 4.2.1. The Technical Director and the members of Organizing Committee (Technical Committee) will organize the qualification for the sprint tournament. 4.2.2. Cyclists will have to qualify for the sprint tournament based on the results of a flying 200-meter time trial which is held just before the first round of sprint tournament. The 200-meter time trial shall take a flying start from the 200 meter line. 4.2.3. The sprint competition will be conducted according to the following selection table showing the composition of sprint heats involving 24 riders. 4.2.4. It is not possible that racing cyclists of the same nation racing against each other in the first round heat. 4.2.5. The course will be oval of at least 300 meters from the last turn to the finish and four lanes of road wide enough for the cyclists to make a u-turn or an out-and-back course of 500 meters each way. 4.2.6. In case of puncture or the breakage of an essential part of the bicycle before the 200-meter line, there will be a re-run. The rider must advise the official at the 200-meter line. There will be no re-run in event of a mishap or spill (crash). 4.2.7. With a number of 24 qualified riders the procedure will be as follows; 1/16 Finals 1/8 Finals 1/4 Finals 1/2 Finals Finals 4.3. 35-kilometer Individual Time Trial 4.3.1. Cyclists will race alone on an out-and-back course against the clock. 4.3.2. The race will be monitored by at least one roving motorcycle race marshal. 4.3.3. Each rider will be followed by a driver or motorcycle, provided by his national team or the Organizing Committee. Each vehicle should contain an event official. 4.3.4. Starting times shall be at equal intervals, normally one (1) minute. 4.3.5. The riders must be at the start line at least fifteen (15) minutes before his scheduled starting time. 4.3.6. Individual time trial start orders will be drawn and rotated among the nations so you do not have two riders of any nation riding one behind the other. After the drawn, each nation team will determine who will start in the 1st, 2nd, etc order. Rotations should end with each country having one rider in the final rotation. For example, the start order should resemble the following:
4.3.7. On an out-and-back course, riders shall stay to the correct side of the road center line, according to local traffic regulations. 4.3.8. Competitors must observe the 25-meter Rule. 4.3.9. It is allowed to change wheels carried on the accompanying vehicle but not permitted to change the whole racing bike. 4.3.10. The rider with the fastest time is declared the winner. 4.4. 100-kilometer Road Race (individual) 4.4.1. A mass start event with riders cover the circuit of about 10-12 laps. 4.4.2. Cyclists must be in the riders' cabins or quarters at least thirty (30) minutes before the start and at the start line fifteen (15) minutes before the official roll-call. 4.4.3. Competitors must keep to the correct side of the road center line according to local traffic regulations. 4.4.4. Competitors may take refreshment in the area designated by the organization as the "feed zone" after the completion of the first two (2) laps and during all the remaining laps except the last two (2) laps of the race. Any further relevant details will be announced at the technical meeting. 4.4.5. Accompanying vehicles: 1 leading vehicle 3 follow-up cars of the Jury, race management and Technical Director 1 neutral vehicle at least with spare parts, equipment, one driver, one mechanic and one official 1 vehicle of each nation team with spare parts, bikes 1 roving race marshal motorcycle 1 recorder's motorcycle 4.4.6. Cyclists who are lapped or have fallen fifteen (15) minutes behind the leading cyclists after half the distance have to quit the race if the jury instructs them to do so. 4.4.7. If the competitors race in a very non-active way, the jury is entitled to warn or disqualify them. 4.4.8. Riders on different laps may not give or receive pace from one another. 4.4.9. The first rider to complete the race is declared the winner. 4.5. 50-kilometer Points Race 4.5.1. Definition 4.5.2. Organization of the Competition
4.5.2.2. On the 400-meter circuit, intermediate sprints shall be run off every 5 laps. On the other circuits, intermediate sprints are run off after each number of laps closest to 2000 meters, that is to say;
4.5.2.4. Any rider that gains a lap on the main field is awarded 20 points.
4.5.2.5. Any rider that loses a lap on the main field is deducted 20 points.
4.5.2.6. Where two or more riders are equal on points, the places in the final sprint shall declare the winner. 4.5.3. Race Procedure
4.5.3.2. Sprints shall be run according to the rules governing sprint races.
4.5.3.3. A rider shall be considered to have gained a lap and be awarded 20 points when he has caught up with the rear of the largest bunch.
4.5.3.4. A rider having dropped behind the bunch and having been caught up may not lead , under penalty of disqualification.
4.5.3.5. If at the moment of a sprint considered for classification, one or some rider( s) catch up with the main bunch, this (these) rider(s) shall gain a lap and be awarded 20 points. The points awarded for the sprint shall be given immediately to the riders of the break behind or to those ahead of the bunch.
4.5.3.6. Riders having dropped behind the bunch and having been caught up by one or more riders about to gain a lap may not lead these riders, under pain of disqualification.
4.5.3.7. Riders one or several laps down may be withdrawn by the commissaires panel.
4.5.3.8. In the event of collusion between riders, the (N) judge-referee may disqualify the riders concerned, possibly after a warning.
4.5.3.9. In the case of a recognised mishap, the rider shall be entitled to a neutralisation during the number of laps closest to 1300 meters. On the returning to the circuit, he shall resume the position he occupied before the mishap.
4.5.3.10. No neutralisation may be granted in the last five laps.
4.5.3.11. Should more than half the riders fall, the race shall be stopped and
the commissaires shall determine the duration of the interruption. A new
start shall be taken from the positions at the moment of the fall.
4.5.3.12. A rider suffering a recognised mishap in the last five laps may not return to the circuit but shall nevertheless appear in the final placings depending on the
laps won or lost and the points accumulated prior to the mishap.
4.5.3.13. Other riders not finishing the race shall be excluded from the final
placings. 4.6. Mountain Bike Race
4.6.1. Organization of the Competition
4.6.1.2. Only two disciplines of mountain bike events are designated for the Deaflympics and World Deaf Cycling Championships.
4.6.1.3. The cycling competition will consist of the following events:
4.6.2. Short Track Mountain Bike Race
4.6.2.2. The start and finish should be in the same area.
4.6.2.3. The circuit shall be no more than 5 km around. Ideally it shall be 1 km around.
4.6.2.4. Natural and/or artifical obstacles will only be allowed if they are safe.
4.6.3.2. The cross-country mountain bike event shall be between 5 km and 9 km in length . Ideally it shall be in the form of a cloverleaf.
5. MISCELLANEOUS 5.1. Cycling Ranking Points 5.1.1.
